The Definition of Personalized Care

Dr. Wixom Sibley opened doors to the practice in the early 1950s, in Redwood City, CA. In 1964, Dr. Sibley was joined by Dr. Edward A. Novak III, who eventually took over. In 1975, Dr. L. Scott Feiler joined, and in 2021, Dr. Philip Ngai joined Dr. Feiler.

Throughout the four generations of ophthalmologists at our practice, our one mission has always remained the same: to deliver the best eye care in the most ethical, practical, and effective manner imaginable.

Achieving this goal requires delivering eye care without pressure from external forces, practice administrators, or anyone outside the medical team dictating how we should practice medicine. At our practice, there is only the delivery of eye care in its purest form, dictated only by eye doctors, just as we were rigorously trained to do during our medical schooling, residencies, or subspecialty fellowships.

When you first step into our office you’ll be greeted by a friendly staff member, receive state-of-the-art eye testing, and then be treated by eye doctors who personally perform every aspect of your exam. That’s all there is to it. There are no intermediaries, and no care “extenders” who you speak through to communicate to your eye doctor. Just you and a real doctor, the entire time.

Call us “old school” if you want, we don’t mind because we are old school in the ways that matter.  We’ve even made house calls on occasion. Imagine that.

Philip Ngai, MD, MBA, MS is a comprehensive ophthalmologist and a fellowship-trained glaucoma specialist who has subspecialty training in the medical and surgical management of glaucoma.  He is experienced in traditional incisional glaucoma surgery (trabeculectomy, Ahmed glaucoma drainage device implantation, Baerveldt glaucoma drainage device implantation), laser treatment of glaucoma (including Selective Laser Trabeculopasty, Laser Peripheral Iridotomy, and Diode Cyclophotocoagulation, and Micropulse cyclophotocoagulation), as well as novel minimally invasive glaucoma surgery (MIGS, including OMNI Canaloplasty and Goniotomy, XEN Gel Stent, Hydrus Stent, iStent, Trabectome, GATT, Kahook Dual Blade, and others).

Dr. Philip Ngai is also a cataract specialist, specializing in refractive, suture-less, microincisional, laser-assisted, and drop-less cataract surgery.  He also performs clear lens exchange, or custom lens replacement. He has extensive experience in implementation of Advanced Technology Intraocular Lenses including implantation of astigmatism-correcting (toric) intraocular lenses, and presbyopia-correcting (multifocal and extended depth of focus) intraocular lenses.  

Dr. Ngai performs a range of cataract surgeries with the goal of freeing patients from glasses, using different strategies including blended vision, monovision, and mini-monovision cataract surgery.  

Because glaucoma patients frequently have complex cataracts, Dr. Ngai is well-versed in performing complex cataract surgery, in patients who have Intraoperative Floppy Iris Syndrome, small pupils, pseudoexfoliation, phacodonesis, shallow or deep anterior chamber, Fuchs endothelial dystrophy, cataracts that are white, brunescent, mature or hypermature, post refractive surgery status (LASIK/PRK/RK), and other non-routine cataract extraction scenarios.
